Establishing a New Position Overview
Once a department has identified the need for a new position the first step in establishing a position is filling out a position description. This position description will allow you to identify a possible title and appropriate salary maximum which should then be submitted by the department Chair/Director to the Director of Budgets and HR. It is recommended that you work with the HR Administrator to identify a title and salary that is both appropriate while competitive based on the duties described. The budget scenario for the position will then be reviewed by the Dean’s Office. If approved, the HR Administrator will process the paperwork for the change through the appropriate levels of approval and Human Resources.

Business Procedures
- Research and identify any possible alternatives to creating a new position.
- If no alternatives are found, identify the duties of the position. One technique used to do this is the inbox outbox method. Identify all work that would be received by the incumbent and sent by the incumbent.
- Work with the HR Administrator to identify an appropriate title and salary cap.
- A formal request including the position description and maximum salary amount should be submitted by the department Chair/Director to the Budget and HR Director of the College.
- If approved, the HR Administrator will fill out a Position Action Form and walk the paperwork through the official approval processes. (If a hiring freeze is in effect the HR Administrator will ask for a Hiring Freeze Exception Form to be filled out by the Office Manager).
- Once the request has made it through all approval processes HR will classify the position with the appropriate title and will enter it into GEMS. A notification of the official title and recommended salary amount will be sent to the HR Administrator and department from Human Resources.
- Begin the recruitment process.
